Dr. Twumasi is the CEO of Tactical Ops as well as the team’s Analyst and Behavioral Scientist. She co-leads the training on Community and Restorative Justice. She brings a wealth of experience in Behavioral Analysis, Crisis Intervention and Criminal Profiling. She is nationally recognized for her knowledge and training in the fields of behavioral issues and violence in the workplace. She works with her county council on Human Trafficking and Re-entry Integration. She has years of experience working with issues dealing with juvenile crime, adult offenders (inclusive of white color crime, substance abuse and prostitution), and inmates to transition to a healthier status quo. Her belief system is firmly rooted in the concept and practice of reconciliation.
Dr. Twumasi has held various positions in the mental health field including serving as a child protection and training specialist for the state of Maryland, working in clinical psychotherapy for a county correctional facility in Maryland, and being lead case manager and counselor in school administration.
She has held university-level teaching and research positions in the fields of psychology and human services, criminal justice administration and organizational security management.
In addition, Dr. Twumasi has worked in the field of law, serving as a law clerk in both the public and private sector, as well as working as a litigation support specialist.
She has participated in training and certification courses for subjects such as advanced hostage negotiations, international humanitarian law, conflict resolution, behavior management, and technology and innovation issues.
PERFECT PEACE CLUB
As a child, Dr. Twumasi and two friends established the Perfect Peace Club to serve humanity through public service and exhibit a model for community collaboration and peace. Today, that organization has become C4C: Kaleidoscope, guided by the ideals of peace and harmony as basic human needs and rights. Numerous situations continue to erupt around the world, which threaten these human needs and rights for millions of individuals. It is the distinct belief of C4C that it is possible to collaborate to build awareness within our diverse communities for our children that will grant them a future with promise.

She has a BSc from McGill University, a Master’s in Public Health from Lakehead University and a post-graduate certificate from the Coady Institute in the People Assessing Their Health Process and in facilitating the creation of Community Driven Health impact Assessment Tool.
She brings to Tactial Ops her Community Health expertise. She is a pilot who trained for rescue missions. She is a proficient Public Health practitioner. She serves others by seamlessly bringing peace where others see chaos.
She is the founder and executive director of VOICES Ghana, a youth empowerment and participation in development organization. She is also the founder of Voices of the Voiceless International Health Development Organization Canada, a Canadian registered charitable organization designed to facilitate the knowledge exchange on Global Health issues between Ghana and Canada with the goal of improving public health in developing countries. A self-described bricoleur-researcher, she is an experienced qualitative researcher as well as the primary consultant in Ghana for facilitating the participation of children to incorporate their voices into development agendas.

Richard Lantry is one of our tranquil Educators and Practitioners. He is an educator and practitioner of Restorative Justice and Reconciliation. Richard well knows that life is not made up of straight victories. He shares that life’s journey has mistakes, zigzags, places one stumbles. He sees and shows how to pick oneself up, to dusting off the dirt, treat the bruises and keep walking forward. Richard’s humble spirit is gifted at transferring this being to diverse others. Richard has had a long journey of remarkable experiences. Simply listening to his stories is inspiring. Richard is a retired U.S. Army Career Officer, professional school administrator, business owner and consultant. His careers span the past 45 years. He has held military command positions at the unit, battalion and installation level. He retired from active military service after nearly 33 years of service. He and his wife of 49 years have three grown children and five grandchildren.
RICHARD LANTRY, PH.D.

He holds a Doctoral Degree in Educational Leadership and graduate degrees in Education, Public School Administration and Educational Leadership. Richard is a Restorative Justice practitioner and educator. He brings to the team years of experience in managing security details and working with youth in gangs. He also has assisted in supporting the community with re-entry programs.
INTERN, PEACE GARDENS
Intern Alexandra Rusavage promotes the C4C Peace Garden Concept. She studies urban gardening systems, as well as plants that grow naturally in the San Antonio region. Alexandra enjoys photography and travel and photographs areas that inspire the Peace Garden idea. Alexandra also volunteers in her local community. She participates in local shows that benefit the Battered Women’s Shelter. She is currently working on a show that raises awareness about Peace Activist Rachel Corrie.

DR. FRED PREVIC
Dr. Fred Previc is a Ph.D. psychologist who specializes in cognitive neuroscience and human factors. He spent over 20 years at the United States Air Force Research Laboratory as a contractor and civil servant and also was a researcher with Northrop Grumman and the Southwest Research Institute. He has authored over one hundred papers in the areas of brain and behavior and applied psychology and clinical disorders. He has taught at several universities in the San Antonio area and is presently an adjunct faculty member at the University of Texas at San Antonio and a consultant to several research organizations.
DR. SARA BIXLER
Dr. Sara Bixler earned her Bachelor of Arts from the University of Mississippi, Master of Education from Sul Ross State University, and Doctor of Philosophy from Texas A&M University—College Station. She is certified by the State of Texas as superintendent, educational diagnostician, mid-managementadministrator, supervisor, counselor, special education counselor, language and/or learning disabled, andsecondary secretarial business.
Dr. Bixler lectures in administration, supervision, adult education, special education, and counseling at universities in the San Antonio area and serves as a Field Supervisor for Education Service Center-Region 20.
Prior to continuing teaching at the university level, Dr. Bixler served as assistant superintendent, high school principal, elementary principal, counselor, special education teacher, VAC Coordinator, and high school English and business teacher. At the Toowoomba College of Technical and Further Education in Australia, she was the Head Technical Teacher in Business Studies.
Dr. Bixler enjoys spending time with grandchildren and family, teaching and working with students and especially with teachers and future teachers, counselors, and administrators. She believes in the mission of providing lifelong learning opportunities that prepare individuals for a meaningful life and an exceptional education.
